No one ever said it was "required", but "highly recommended" to have. The last board had 100% HR cert, and while this board didn't feature the same the person mentioned had "substantial" HR community experience.
I remember reading post after post on here that basically implied don't bother applying without a certification. It's a moot point now, obviously. Time to move on.
We all knew going in that some very strong, dedicated candidates were going to get turned away. It speaks to the strength of this program. Clearly someone had a track record of success within the community that trumped a related degree and certification. If I was on the selection board, it would be hard to pass on a known entity and proven performer in favor of someone from the outside. Nobody likes rejection, but 3 spots for 40+ qualified applicants is not exactly a low bar to clear.
