Looks like a Coast Guard MUC. Not sure about the story behind it, but it's probably a good one... http://www.higgins.navy.mil/default.aspx http://www.higgins.navy.mil/site pages/history.aspx http://en.wikipedia.org/wiki/Awards_and_decorations_of_the_United_States_military
It was actually pretty unusual circumstances. Members of the USS Higgins precommissioning unit (PCU) served on two Coast Guard Cutters that came up short filling mission-critical billets for deployments to Europe and the Caribbean. The recognition was also for rendering assistance in preventive-maintenance to several Coast Guard cutters. This all occured before ship was commissioned.
When I was on the Iwo Jima(LHD7), I was the master helmsman, so as you can imagine I spent tons of time on the bridge with all kinds of different SWOs. As far as I can recall there was not a single one that I didn't like. The OODs and CONs were always professional and always ready for their duties on the bridge. I am applying for Pilot, NFO, and SWO. If I don't get picked up for my too first options I will gladly do the bridge thing again. There is just something romantic about that! It is true that they are the backbone of the NAVY, great community!!!
