A Couple Questions on my OCS Application

Hey everyone....I just have a few questions regarding my OCS Application. I am currently at a command at Pearl Harbor and we technically fall under Miramar. There are quite a few spots on the application that must be filled out by the CO and/or XO (CO's recommendation, tattoo waiver, etc.) I always assumed that I would have to complete everything on my package first then send it VIA certified mail to Miramar for all of the CO's signatures and have them send it back before actually mailing it to Navy Recruiting Command. I was recently told that my OIC here at Pearl Harbor (he is a LCDR) would be appropriate for the CO recommendation and signatures. Is this accurate? I would hate to get everything signed by my OIC and later find out that my package got rejected because it wasn't signed by my actual Commanding Officer. It just seems to make sense that I get my OIC to sign everything because I haven't (and probably never will) meet my actual CO.

Also with the tattoo waiver, I know it says to get my XO or CO signature on the 1131/27 stating that my tattoos are within Navy regs. It says to include photographs. Are the photographs just for my CO/XO to review prior to signing or do I need to submit photographs to the actual board with my signed 1131/27?

And I know this is a minor admin detail but I've heard conflicting answers. On my OCS Application.....all caps or not? My buddy that is going through MECP right now said his package was in all caps and that he was told it is important to do it. I recently met with a CWO that sits on the LDO/CWO boards to take a courtesy look at my package and the first thing he said when he saw all caps was "Are you trying to yell at me? Definitely don't do all caps." I'm inclined to believe that it is all just board member preference but I wanted to get advice from others that were accepted to OCS.

If anyone with a successful application/package has a digital copy that they would be willing to send me I would really appreciate it. These forums have helped a tremendous amount but I feel like being able to lay eyes on an approved application would be really beneficial. Thanks everyone.

Why not just scan/email everything to your command in San Diego? This is 2018, not 1998. Your final application ends up being sent to NRC VIA scan/email anyway. Just make sure the scan quality doesn’t decay too bad by the time you need to send it to NRC.

Stop calling it a tattoo waiver. It’s a tattoo screening form. Yes the photos are for the bottom line authority (in this case your CO or XO) to review and sign. Unless your tattoos aren’t against Navy Regs (either in bad taste or beyond the neck line) it then becomes a waiver...

Sounds good. I'm not sure if I read incorrectly or just falsely assumed that the package I send out needed originals/wet signatures. Knowing things can be scanned and emailed make it much easier in my perdicament.
