Motivation dropping due to scheduling blues

I considered myself a professional athlete during this phase of my life. Not a particularly good one, but still getting paid to work out with zero responsibility.

That is NOT in the bag as it requires legislative action (statutory change). We want to have the larger bonus authority, but are having a hard time convincing DoD that it is a budget-neutral proposal.

I'll answer your second question first - there is no guarantee. A record that plays well for milestone screening will typically play well on the stat board. However, there are examples of this not working out. It happens. The answer to your first question is also - no guarantee. However...

There is still much debate and powerpoint slides/point papers being launched at high velocity. I'm confident we will have word soon - the bonus season closes in August regardless of when the message is released and we have expressed great angst over the tightening window. The fact is that all...

Admin screening "stamps" are supposed to be removed for the stat boards. SWO/SUB guys who served as DHs prior to the stat board certainly get the credit for that. Folks who have admin screened for XO or CO AFLOAT prior to a board, but have not yet served in that billet, are not supposed to...

    O4 List

Good questions and you're starting to get into the swamp water. Yes - we are currently promoting enough to fill the vacancies, but the stat board doesn't promote by T/M/S. Therefore, if we promote ~400 O-4s with a bare bones requirement of ~300 then we should be good - but the mix may not be...

    O4 List

Correct - though AQDs/SSCs should be briefed as they are part of the official record. Admin screening stamps are "supposed" to be removed - in quotes because I really don't know how a stat board plays out. I've sat on many admin boards, but the stat boards are as clear to me as the papal conclave.

No. All IZ URL O-3s will screen for O-4 together regardless of previous or pending community milestone boards. Apologies if not clear earlier. PM me if you would like a contact number to discuss further.

    O4 List

Again - different boards. We need to retain folks for DH (an admin process run by PERS-43 and the NAE) and ACCP is our primary means of that retention. The statutory O-4 board is not run by PERS-43 or the NAE. The goal of the stat board is to select the "best and most qualified" O-3s to...

Retention does matter. Our MSR and ACCP is what brings so many aviators to the O-4 board.

    O4 List

Aviation selects DHs in an admin board that follows the statutory O-4 board. The statutory URL board selects from the entire pool of eligible (in zone) URL O-3s.
  13. ProsNest1

    O4 List

Not sure I follow. You are correct that discrete billets are what you will normally fill when first promoting to O-4. However, it is projected billet vacancies (either through separations or promotions out) that set the overall number for promotions authorized.
  14. ProsNest1

    O4 List

Vacancies aren't just based on discrete billet fills (13XX billets for aviation) - a large number of vancancies are also based on non-discrete coded bilets that can be filled by any URL (1050-coded) or any officer (1000-coded). Of note - though 1000-coded billets can be filled by any officer...

    O4 List

Promotion Planning 101... The Navy runs a vacancy based promotion system. We will not promote more folks into a rank than there are projected losses out of that rank. There are also statutory guidelines that must be followed (DOPMA) in terms of opportunity (70%-90% for O-4) and flow point...

USAF to USN Inter-Service Transfer for Color Vision

Inter-service Transfer / Inter-service Commisison quotas are assinged annually. Eligibility for those quotas is (partially) based on the YG of the applicant. An individual needs to be junior enough to get through flight training and into the fleet with enough time to remain competitive for...

    Re-designating at OCS (VERY IMPORTANT)

As someone else pointed out, SWO is a different community w/ a different PA and accession targets. For example, a 2.4 GPA with triple 9s on the ASTB is attractive to aviation, but not so to SWO who may want to hold for a higher GPA and doesn't care about ASTB. Regarding quotas, most who NPQ...

USAF to USN Inter-Service Transfer for Color Vision

The reason the processes are different is that once you are commissioned you can't go get commissioned again. Law just doesn't work that way - otherwise you'd have a bunch of old staff-bound dudes trying to start over as JOs so they can get back in the cockpit (just sayin'). The IST process...

USAF to USN Inter-Service Transfer for Color Vision

I have no idea what medical forms you need - all I know is what I stated - flight physical approved by NAMI. Without the NAMI stamp of approval you are a no-go (not a non-starter - definitely get started with all the other paperwork requirements). Basically, if a quota is open and you are...

USAF to USN Inter-Service Transfer for Color Vision

You are correct, if you are already commissioned you cannot go back through NAVY OCS. You are looking at an Inter-service transfer (IST) and the guiding instruction is MILPERSMAN 1300-082 as well as any USAF instructions for IST-out. Estimated quotas for IST in FY14 are 3 PILOT / 3 NFO -...

The LOR from your CO should be a given as a command endorsement is required. Not sure where you are stationed, but if you have access to some USN flyer types you may want to schedule an interview to lock down a Naval Aviator LOR.

1,001 questions about the ASTB (post your scores & ask your questions here!)

That's a tricky recommendation - 7s are respectable and possibly not worth the risk of scoring lower. Need to hear from NavOffRec on this one, but with the increased quotas we've been pushing to OCS I think he should hold steady and focus on the LORs you mentioned.

They do, but there is also a group of "core" STA-21 folks that need to be service assigned just like the rest of the NROTC mids. Those under the STA-21 PILOT or NFO option will automatically fill those quotas unless there is an NPQ issue.

Here are the quotas for the beginning of FY13. The USAF needs pilots? And the navy does too?

There is a correlation between accession and retention. For the Navy, this is (roughly) a ten-year long rope. If we access low and force strucutre remains about the same (or increases) then we have retention challenges at MSR expiration for our mid-career officers. I'm speaking in...
