Why does the Navy cancel boards

It's SWOtastic
I understand the Navy cancels boards (which I wasn't prepared for initially), but what I haven't been able to figure out is WHY they're canceled--not enough applicants? No need for junior officers this year?
Also, does a canceled board mean that the next one will be more competitive with an above average number of applicants?

I believe there are some pretty good explanations about that in the last few pages of the National OPO thread by the OPO himself.

Thanks. I just read that entire blog and it was pretty informative overall.

He has some good info in his blog, when it comes to boards the number one thing to remember is that it is just a guide, the schedule is made before hard numbers are known, because of that adjustments are made when more info is known.
