Then why do we have mandated flow points? Can someone provide a reference? I'd like to have that handy.
They're not mandated AFAIK. They're just typical.

Title 10 only requires something like 6 or 9 months for jg and LT, but the Navy pushes it to two years. That part is definitely by instruction, but I didn't think screen groups for O-4 to O-6 were, especially since you can get selected BZ, and that resets your timing.

Minor quibble since this is a SELRES-related thread . . . reservists can't be looked at below zone. The purpose of BZ promotions is to grow "seed corn" that will have enough time to fill meaningful senior flag roles before mandatory retirement . . . and there's only one reserve three-star.

Yeah, what’s the phrase, sustained superior timing? I know a few really solid guys that are looking at terminal O-4 now because they got looked at early.
Most of the guys who got pulled up in my community made O4 this year, as long as they had an MP in current tour.

I don’t think it’s the O-4 board, it’s the O-5 board where the timing will really hurt them.
 
My second Air Force CO Commissioned in '94, pinned on O-5 in '07. Two years BTZ select for O-4 helped.

Oh yeah, the term is ‘shiny penny’. Once these dudes become the chosen ones, usually in their first tour or shortly thereafter, they are fast tracked. Getting selected for each successive rank one or two years early is the norm.

I worked for a Colonel a few years ago that took over an ops group (sorta an equivalent to the Navy wing) as a frocked O-6. So, he was actually at just below 18 years and was an O-6.

My father-in-law, USAF Col ret'd '96, said fast-tracking was a thing. So yes, they do it and have been for 30+ years.
