How to "reinstate" an officer commission

Update on my situation:

About 3 weeks after my recruiter submitted my full package, I received my reappointment letter from PERS-911 (last week). Good news! I quickly found an officer to perform my oath to get my clock started again. I'm sure it did not hurt that I reached out to former shipmates that stayed in the Navy, now active and reserve O-6 types, to write letters of recommendation for me which were included in my package. Bonus news: it appears I'm eligible for a $10K sign on bonus available for "critical skill" designators - we'll see.

While I'm waiting for official orders to check in, I'm using that network to get the gouge on open billets, find people at the commands where I want to work, and ask for help in navigating my way to that ideal billet.

Good luck to anyone thinking of doing the same! Like Flash said, chances of being accepted if you don't apply are 0%.

Which PERS shop did you speak to that walked you through the process? Did you still have some sort of status with the Navy still... IRR after 18 years?

I'm kinda in the same position as you were, I was a AD supply officer who punched out from AD about ten years ago and then got out of the IRR about 3 years later since I was working overseas. I've done well in my civilian career, got 2 masters degrees, still relatively young, and now considering if SELRES is an option.

I spoke to a reserve recruiter who said I need to go DCO, and then sent me to a NAVET CTO who also said DCO. I called PERS 97 and they said since I don't have any status with the Navy anymore... DCO. Really would prefer not to go the DCO route and I looked at the MILPERSMAN 1131-040 and it seemed like I would just go the NAVET route with a little extra (Letter on why I didn't join when I left, resume end etc.), I guess this really isn't a typical situation.

This might all be a moot point since I know Supply is at about 150% manning for O-3, I was going to wait a few weeks for the accession plan for FY18 to come out in a few weeks to see what the quotas are, I'm guessing the NAVET quotas are higher than DCO. Too bad I can't just ask to come in as an O-4 where they are undermanned.

No, I've had no status with the Navy since 1998 (IRR or otherwise). I put in my package along with a letter explaining my reasoning for wanting to reinstate, along with some letters of recommendation that I had some O-6 friends write on my behalf. Chrispaul, Thanks for the gouge! Hopefully the LTjg can steer me in the right direction and provide some insight on manning levels or if this isn't going to happen with the current supply corps staffing inventory.
 
Just want to say this thread has been the best reference I've found on the internet for rejoining the SELRES as an officer via the NAVET pipeline ... there's almost no information out there about it otherwise. I left active duty 10 years ago, and recently signed my oath exactly 1 year from the day I first contacted the NAVET recruiter at PERS ... the process wasn't complicated but it just took a long time, working with 3 different recruiters. Going to MEPS with all the 18 year olds was sort of amusing. Anyway waiting on my package that will let me check into the NOSC and start drilling. Thanks for the info.

Same for me. LOL I went at 42, 10 years after leaving the Navy. All of the 18 year olds were laughing that my knees cracked when I did the knee bends.

I'm not sure why, but I was told not to tell anyone I was prior service. I think it was in order to sneak me through the system without being on orders yet, National Guard and all. Somewhere around lunch time someone figured out that I was a commissioned officer. The rest of the day I wasn't treated like a boot. The E5 who had yelled at me while we were getting in line first thing in the morning avoided me the rest of the day.

As usually happens, all of the boots were one-upping each other over what MOS they were getting. The game kind of ended when someone aske me.

His response..

"WTF...how do you get to be a helicopter pilot!?!?"

I'm finally staring at the end of the tunnel with 23 good years, 6700ish points and an AGR position.?
 
Lol it wasn't an E5 for me, she was a civilian RN, meaner than a rattlesnake and made sure everyone knew that she ran the medical floor, "I don't care if you're prior service or not".

Yes...I have a buddy who had a 4 year break in service while he went to law school and got a job afterward. He left AD with 9 years right before his first look at O-4. When he came back, he came back as an O-3 (obviously) but his clock at O-3 started over (not so obvious)...not sure what the exact reason for that was, but that was the case.

I'm late to the party, but could somebody elaborate on this?

Is the idea that the LT gets reset to the day he put it on and has ~4 years to build up some current paper in his record before getting looked at for O-4?

I was facing a similar situation myself, then these forums made me realized what a clown show the USNR is and I decided to stick to my day job, but I'm still curious.
