I am guessing to many JOs it does matter, in the sense they are left shrugging their shoulders, more damage to their respect for the promotion process and perhaps Big Navy, another data point in the ledger when considering whether to stay or leave. To some it isn't this incident. It's that it is representative of so much else, some of which Angry brings up. As Huggy said, these days it shouldn't happen and is easy to fix. But when it does the retort is no one cares. So, we only fix things if a certain number or type of people care about it. Not whether it can improve anything. This is symbolic and it will matter to some people as a part of something larger.

The current system works just fine.

It almost worked well enough to get CAPT Dorsey promoted to Flag.



For those unfamiliar with this, truly an embarrassment. The RF-4 pilot went through T-38 PIT when I was an IP at Randlolph AFB in the mid-90s, and one afternoon he played Dorsey's gun camera video for us, and narrated the experience. Just unbelievable. I hear that he is really having some significant medical issues now that he is older as a result of the injuries he sustained.

When any of the Services make these kind of errors... whether the general public knows or cares about it... it points to shit that needs to be fixed. By "leadership". The status quo doesn't cut it.

Any big bureaucracy, no matter how well run, is going to have issues like the ones in this thread. And it doesn't mean the system is broken by any stretch just because the paperwork doesn't make it to the right desk in time. This was a minor mistake with no real impact, as the LTJG wasn't ever going to be a DH no matter the outcome of the board.

And the USAF system worked well enough to promote winners like Merrill McPeak and 'Doc' Foglesong, so there is that as well. There is plenty of love to go around no matter which service's promotion system, expecting perfection is foolhardy.

I wouldn't say it is broken, though it is clearly debatable. But is that what it takes to get change, outright broke dick? What is aggravating is that it is an easy change. Something that would tighten up the system, maybe fix some other unrelated or unknown problems along the way as well. I am not even hearing a "my bad", let alone, "yeah, maybe we should do something about this." It is a symptom. Broken windows?

I think everyone here is in agreement that it’s a fair criticism. If you think your junior officers and Sailors don’t care then you’re out of touch. Maybe you should care more.
Discussed this with my JOs. They don’t care either. I contend it is you that is out of touch.

That’s great, and I respect that, but don’t tell me I’m out of touch, or that you pretend to know how my people interact with me when you’ve never met any of them, because you happen to disagree with me.

You opened yourself up to that with the condescending and callous “nobody cares” commentary. Optics matter and the whole “BeCaUse iTS AlL aBoUT TiMInG” is a weak explanation. If it wasn’t for timing, admin creep, and career patterns we probably wouldn’t have as much of an issue with retention.

Knowing most of @Brett327s JOs, I highly doubt they'd have any reservations about debating the issue with him if they didn't agree.

Now you're lumping the litany of grievances against PERS in with what this thread is about - which is a silly story that nobody cares about.

You admitted yourself that it's based off of things largely that are timing and/or career pattern based. All of which have remedies that can be fixed but require change. Given the the DoD has the institutional inertia of a glacier, I don't think it matters either. However, none of what I or others have said here is outlandish. It's fair to adequately review people prior to a board or screen process for potential legal or misconduct issues to prevent somebody who is otherwise fully qualified from taking that spot or allowing others to compete. You could do that in a manner that prevents negative impact on the accused if he/she is acquitted. Why this is such a hard concept to understand is confusing. Does the current system work? Sure, but it's not efficient or accurate. Agree to disagree, Brett, but don't condescend to others who serve and have different experiences or career tracks.
