The boat is a tiebreaker. There are some dudes who can go there and break out (mostly FOs) prior to the board and that's great. Most won't. Same with your O-4 fitrep there. Most leave with one competitive look and it's usually a P or maybe a MP. I wouldn't sweat it just because there are tons of other guys in your same situation. Unless you can get there early and get into a job that is going to make you shine (ops admin, a strike, anav) there isn't any point in gaming it. With the abysmal selection rates this year, I would keep one foot in the door and one outside poking around to see what else is out there. FTS, SELRES, etc, are all great options.
Good advice here. There are unique, ship-specific opportunities that can help break you out from the crowd on the CVN. My CO on TR, asked me to be the AT/FP Action Officer Instructor (a position he wanted for all the RL designators that would be standing AT/FP watch on the bridge while in port). This turned out to be a great opportunity for me personally, and helped train all the RL folks on what hostile intent/act, use of deadly force, etc meant while in port. BL - don't accept that just because your doing your dis-assoc tour like everyone else, that you can't break-out. You have to be hungry and you have to be looking. My .02c

So my initial reaction on looking through the list: There were 54 VFA 1310 DH selects, but there were only 38 names on the slate. And of those 38, five weren't on the actual DH select list. So of the initial 54, only 33 took DH jobs. Thats only 61% of selectees going on to actually take the job...Wonder how PERS is going to play that one off on the lessons learned brief?

My understanding is that most admin boards produce unpublished "just in case" lists to cover in the event of declines, self un-selects, death, life events, etc.

There was not an unpublished QIO list for VFA 1310's. They selected every pilot that promoted to O4. No extras at all this year for VFA pilots. VFA NFO's are a different story.

Here's a scenario: O-4, not under DH Bonus contract, almost 2 years Past MSR, selected for DH on 2nd look, turn it down. What happens? I know you can't submit a "don't pick me letter" prior to the board, but if you turn it down are you going to be forced out of the Navy even as an O-4?

That was what my buddy had to do. He was told that if he didn't accept DH it meant turning in his letter and leaving the Active Duty Navy.

Why couldn't one write a letter to the board essentially saying "don't pick me"? That's effectively a don't pick me letter that bypasses the detailers.
