O-4 Promotion Board ?

I'm In Zone for the next O-4 promotion board this April...and since I've only been on my shore tour for a year, this is bad timing for me.

I know this sounds odd, but is there any way to REQUEST TO BE PASSED OVER FOR PROMOTION AND SLIDE TO THE NEXT YEARS BOARD?

I picked up O-4 about a year into my shore duty (deep selected) and it was not good. Once you are selected for O-4, the clock for O-5 and Command Screen starts.
Depending on your community, you need to get into a disassociated sea-tour to get whatever qual is expected there and then into your DH tour at least 24 months before your Command Screen Board.

You may have to terminate shore duty early (like I did) and get moving along in your career. I had a few other folks in the same boat as me and two of them stayed in their shore duty and stayed around, pinned on O-4 and became DH in their units. (1 was the RAG, the other was VT's.)

When you go up for command, the screen board expects to see certain quals and tours. If you don't have them, you may be OK if your FITREPS are outstanding, but if you are not a golden-boy, you want to make sure that you have the expected checks-in-the-block for your ACSB.

As for your second question, I've never heard of anyone asking to be passed over. I would hazard that you can not since folks would start trying to change year groups to make themselves more competitive against a different year group... I would say it would be similar to command; if you decline, you're done.

I thought I was in a similar situation to you until PERS changed around the screen groups. I talked to my command to see if they could support rolling me early to sea orders so I could get my timing back on track.

Thanks for the great reply...you obviously understand my question/concern with future timing. As you said, it hurts as the clock is ticking, but also ruins my chance of a "breakout" fitrep come later this year at our CoC.

It's funny how timing works as a #1 EP out of my first tour I believed I had a great shot of doing the same at my current command...but as an O-4 select being ranked against 4 others with a year of seniority in the same squadron...it's a different world. Could've been golden, but now I'm feeling more bronze!

I think I will try & get out of this shore tour early. Are there any limits to how early you can leave a squadron? I'd assume it's a simple manning issue with bupers?

Lastly, you nailed my concern on the head with requesting to be passed on for promotion. I wondered if a move like that would be frowned upon for future decisions.

Until the message with the results comes out (July-August) you won't be a select.

Is the CoC FITREP you are hoping to punch the ticket on before then?

Could be worse.. I got pulled up a YG from 02 to 01, then FOS'd.. Lots of NOB time probably did not help. Shit happens. Control what you can control.

The CoC is supposed to be somewhere around July/August so I'll work hard & hope it's prior to the results.

BTW, what is FOS'd?

I'm fairly sure you can't opt-out of a statutory board, but you could refuse promotion. Unfortunately, I really don't think that will make you more competitive for O-5.
Also, I've never had a picture in my file, and I got selected for O-4.

Talk to your XO about this stuff and inform them of your position to help their decision making.

When I asked to roll early all my command had to do was say yes and PERS was ok with it. It also took a phone call from my CO to talk to the detailer so the detailer knew that my command was actually going to set me up properly for an early roll and that I wasn't go to roll early with a non-breakout fitrep.

If you get selected and then refuse the promotion, you'll be treated exactly as if you failed to select. In other words, it will likely make you a terminal O-3 (at least on active duty).

OnTopTime, I wouldn't want to refuse it post-promotion...I'd like to opt out prior. The more I learn though the more it seems as though this has never been done.

Other people may have mentioned it, but the proper way is to submit a letter to the board requesting not to be considered for promotion. However, this is usually done for people retiring or resigning whose letters haven't been approved yet and they don't want to take up a quota.

I wonder though, if you could submit that letter to the board, then hang around and try to select above zone the next year?
